Looking for a Better Rate

I am going to try to help my brother with his home loan. I think that he should be able to qualify for a VA IRRRL. I am not really sure what the qualifications are for this type of loan, but I am sure going to find out as soon as I can. My brother is paying an outrageous interest rate on his loan that he currently has. I really do not even know why my brother signed those original loan papers. He never should have taken that interest rate, he should have been able to get a much better rate.
